Russia says expelled diplomats were not spying

BRUSSELS, April 30 (Reuters) - Two Russian diplomats expelled from NATO headquarters in an espionage scandal were not spying, Moscow's ambassador to the military alliance said on Thursday.

Dmitry Rogozin told a news briefing the Russian response to the expulsions would be "harsh and decisive". He said the expulsions were an attempt by the alliance to disrupt efforts to improve U.S.-Russian relations. (Reporting by David Brunnstrom; writing by Mark John)
