UPDATE 1-NEB denies Enbridge tolls and tariffs application

April 2 (Reuters) - Canada's energy regulator denied a tolls and tariffs application from Enbridge Pipelines Inc, a unit of Enbridge Inc (ENB.TO), for its westbound Canadian crude pipeline.

The National Energy Board (NEB) said the transportation agreement between Enbridge and Imperial Oil Ltd (IMO.TO), without the participation of Nova Chemicals (Canada) Ltd, would have been beneficial to Imperial while "unduly discriminatory" to Nova.

NEB said discussions prior to the open season should have included Nova Chemicals, and if the parties involved came to an agreement regarding financial assurances, the board would not have taken issue with the transportation agreement.
