LUANDA, Nov 30 (Reuters) - Russia will take part as an observer in the Organization of the Petroleum Exporting Countries' (OPEC) Dec. 22 meeting in the Angolan capital Luanda, a spokesman for Angola's oil minister said on Monday.

"There are five non-OPEC member countries coming to the summit, Russia is one of them," the spokesman said. He said Mexico was also coming to the meeting but did not say which of the other three non-OPEC countries would also be present.
