MOSCOW, Nov 5 (Reuters) - Russia's competition regulator is to fine LUKOIL (LKOH.MM) 6.54 billion roubles ($223.7 million) after finding the country's second biggest oil producer guilty of abusing its market position in refined products. "A decision has been taken to impose a fine of 6.54 billion roubles for abusing its dominant market position," Sergei Noskovich, a spokesman for Russia's Federal Anti-Monopoly Service (FAS), said on Thursday.

LUKOIL, Russia's largest privately-owned oil company, is not alone to have been fined by FAS this year in a crackdown on pricing.

The service also ruled that Rosneft (ROSN.MM) had violated anti-trust legislation and hit the state-controlled market leader with a fine of 5.28 billion roubles. [ID:nNL0451570]

In August, it fined TNK-BP (TNBPI.RTS) and Gazprom Neft (SIBN.MM) a combined 8.9 billion roubles. [ID:nLR337731].

The service last year slapped fines on all major Russian oil firms for oil products price fixing amounting to around $50 million per company, but the companies won court rulings to overturn the decisions.
