PARIS/LONDON, Nov 10 (Reuters) - The world faces a surge in energy costs, as well as an increase in planet-warming carbon emissions, unless it agrees a climate change deal soon, the International Energy Agency said on Tuesday.

Arguing strongly for a global deal at the U.N. Climate Change summit in Copenhagen in December, the IEA said use of fossil fuels was bound to rise if policies remained unchanged.  Continued...
