Dec 2 (Reuters) - Venezuelans vote on Sunday in a referendum on President Hugo Chavez's constitutional reform proposals that would scrap term limits on his rule and let the government censor media if it declares a political emergency.

Pollsters say the race will be the toughest of Chavez's nine-year presidency. Campaigning was marked by violent protests as opponents say the reforms would usher in authoritarian rule.

Here are some of the package's main proposals:

POLITICS

* Scraps the existing two-term limit for presidents and extends each term from six to seven years.

* Lowers the voting age to 16 from 18.

* Allows the president to create and eliminate provinces, districts and "communal cities" via decree and name the authorities in charge of them.

ECONOMY

* Ends the central bank's autonomy and gives the president direct control over foreign currency reserves.  Continued...
