TOKYO, Nov 16 (Reuters) - Shizuka Kamei, the head of one of the junior members of Japan's ruling coalition, said a meeting of party leaders agreed on Monday that the government should not set a cap on the size of a second extra budget for the year to March 2010.

Kamei, who is banking minister, heads the People's New Party, a smaller member of the ruling coalition. He made the remark to reporters after the meeting, which was held to discuss details of the extra budget. (Reporting by Leika Kihara)
