TOKYO, Nov 16 (Reuters) - Japanese Finance Minister Hirohisa Fujii said on Monday the government needs to avoid any "reckless" issuance of bonds.

Fujii made the remark to reporters after a meeting of ruling party leaders to discuss details of an extra budget for the year to March 2011. (Reporting by Yoko Nishikawa)
