LONDON (Reuters) - The chief executive of Royal Bank of Scotland declined to comment on what he described as speculation of any action the government might take to help banks, including talk it might inject capital.

Fred Goodwin was speaking after talking to investors at a Merrill Lynch banking conference in London on Tuesday.

RBS told investors a decision had not yet been made by the government, but an announcement was expected "sooner rather than later," one investor, who had attended the conference, told Reuters. He declined to be named and the presentation was closed to the media.
