NEW DELHI (Reuters) - India's Prime Minister Manmohan Singh on Thursday said formal peace talks with Pakistan could not begin until those responsible for the November Mumbai attacks were brought to justice.

"Composite dialogue cannot begin unless and until and terrorist heads which shook Mumbai are properly accounted for, (the) perpetrators of these heinous crimes are brought to book," Singh told a press conference in Egypt broadcast live on Indian television.
