WASHINGTON, April 25 (Reuters) - The head of the International Monetary Fund's steering committee said on Saturday there are tentative signs of a recovery in the world economy.

"We have serious problems, we are taking very serious measures, but things are starting to look up. Carefully, cautiously, we can say that there is a break in the clouds," said Youssef Boutros-Ghali, chairman of the IMF's International Monetary and Financial Committee, who is also Egypt's Finance Minister.
