UPDATE 1-Citgo's Lake Charles refinery restarted -sources

HOUSTON, Feb 18 (Reuters) - Citgo Petroleum Corp's 430,000 barrel per day (bpd) Lake Charles, Louisiana, refinery had restarted all units by Monday and was ramping up to full production as it recovered from a Feb. 10 power outage, sources said.

The units were restarted over the weekend without incident, the sources said.

A Citgo representative was not immediately available to discuss refinery operations on Monday.

All of the refinery's units, including its co-generation and steam production plant, were knocked offline by the Feb. 10 electrical power interruption at a station connecting power provider Entergy and the refinery, the sources said.

Steam provides part of the electrical power to the refinery and is used in the refining process, as well as to reduce pollution.

The shutdown came almost two months after the Lake Charles refinery cut more than 500 contractors who had been working to maintain the refinery since Hurricane Rita struck southwest Louisiana in 2005.

The Lake Charles refinery is the largest of three operated by Citgo and the third largest functioning oil refinery in the United States.
