LONDON (Reuters) - Housing starts in England fell by nearly a quarter in the first three months of 2008 from the same period last year, government statistics showed on Thursday, a further sign that the housing market is cooling fast.

The number of new builds fell by 21 percent on the quarter and 24 percent on the year to 32,100 in the January to March period, the Department of Communities and Local Government said.
