White House issues veto threat for Senate water bill

WASHINGTON (Reuters) - The White House on Tuesday issued a veto threat for the Senate's Federal Water Quality Protection Act, saying the bill would result in "confusion, uncertainty and inconsistency" about clean water regulations.
