Aug. 15 - Kiev vows to make Moscow seek permission for movements of its Black Fleet warships as the Georgia crisis rumbles on.

Ukraine's plans for tough rules on the movement of Russian navy ships based in the ex-Soviet state place the two countries on a collision course following Kiev's sharp criticism of the incursion of Russian troops into Georgia.

  • Colonel-General Anatoly Nogovitsyn, deputy head of Russia's general staff, saying (Russian):
    "We have one general commander for the Black Sea Fleet. It is the president of Russia, and all commands from outside are illegitimate to us. For this reason the procedure and any permission for manoeuvres of the Black Sea Fleet are set down in existing documents."
