Aug. 29 - Tensions were high in New Orleans on the three-year anniversary of Hurricane Katrina's devastating landfall as residents braced for Gustav.
The governor of Louisiana declared a state of emergency and oil operations are being curtailed. City, State and Federal officials vowed not to be caught off guard and an evacuation plan is ready in case Gustav makes a direct hit.
