Government soldiers and policeman surrendered to them, handing over their weapons.
The rebel force, widely thought to be backed by Rwanda, said they planned to take control of the vast central African country.
A spokesman addressed crowds, saying that M23 will not stop their advance.
Three-way talks between the presidents of the DRC, Rwanda and Uganda took place for the second day on Wednesday, in an effort to resolve the rebel uprising.
