Myanmar declares a state of emergency near the Chinese border after an attack on a Red Cross convoy. Yiming Woo reports.

The Myanmar Red Cross Society was transporting civilians displaced by fighting in Laukkai, near the Chinese border. Hours after, the state broadcaster says President Thein Sein declared a state of emergency in the region and imposed martial law for three months. A government soldier blamed the attack on the ethnic Kokang Myanmar National Democratic Alliance Army. It's been a week since fighting broke out between the group and Myanmar soldiers, killing dozens on both sides. Thousands of residents have fled, either to other areas in the country, or over the border into China.
