FIFA President Sepp Blatter's resignation Tuesday rocks the soccer world. His sudden departure in the face of a U.S.-led corruption investigation came after days of trying to brush off any hint of wrongdoing. Soccer fans across the world welcomed his decision. In Paris, France, one resident said Blatter had no choice but to resign. In Rio de Janeiro, Brazil, one resident said he hopes a new president will benefit soccer. SOUNDBITE) (Portuguese) SYSTEM ANALYST, MARCOS NOSSAR, SAYING: "Any change, anything that substitutes any one of the FIFA executives. That's what I think. The people can't take it anymore." In Moscow, Russia, one of the host cities for the 2018 World Cup -- a different view. (SOUNDBITE) (Russian) MOSCOW RESIDENT, MAKSIM, SAYING: "He gave a chance for the Americans to start their dirty politics again on FIFA, so Blatter was the last obstacle.
