ROUGH CUT (NO REPORTER NARRATION) U.S. President Barack Obama and Chinese President Xi Jinping arrive at the Paris climate talks on Monday. More than 150 heads of state and government will attend talks at a sprawling complex north of the French capital. Obama will meet with Xi and Indian Prime Minister Narendra Modi at the start of the two-week climate summit will "send a strong message to the world about their strong commitment to climate change," White House officials have said. Leaders arrive at talks armed with promises and accompanied by high expectations. After decades of struggling negotiations marked by the failure of a previous summit in Copenhagen six years ago, some form of landmark agreement appears all but assured by mid-December.
