ROUGH CUT (NO REPORTER NARRATION STORY: Republican presidential candidate Senator Ted Cruz offered his condolences to the victims in Brussels on Tuesday (March 22) and said, "this is a war." Cruz, who is running second to Donald Trump in the Republican delegate count, said, "This is a war with radical Islamic terrorism, ISIS has declared jihad on Europe, and on the United States of America." He added, "It is time for us to implement serious vetting, and we should not be allowing anyone to come to this country that we can not vet to make sure that they are not posing a threat." Islamic State claimed responsibility for suicide bomb attacks on Brussels airport and a rush-hour metro train in the Belgian capital on Tuesday which killed at least 30 people. Police issued a wanted notice for a young man pictured pushing a laden luggage trolley at the airport where two others were suspected of blowing themselves up. The coordinated assault triggered security alerts across Europe and drew global expressions of support, four days after Brussels police had captured the prime surviving suspect in Islamic State's attacks on Paris last November. Belgian security officials made little comment but U.S. officials said that while the attacks may have been triggered by the arrest of Salah Abdeslam, the level of organization involved suggested that they had previously been in preparation.
