ROUGH CUT (NO REPORTER NARRATION) South Carolina Governor Nikki Haley ordered South Carolinians to heed evacuation warnings and listen to law enforcement officials as Hurricane Matthew moves towards the southeastern United States. Haley said a hospital in a vulnerable area was being evacuated because of the impending storm, and added that such an evacuation was very "telling" of the severity of the storm. The category 4 hurricane swept through the Caribbean and killed at least 140 people, mostly in Haiti. U.S. President Barack Obama declared state of emergency in South Carolina due to Hurricane Matthew, the White House said.
