ROUGH CUT (NO REPORTER NARRATION) STORY: U.S. President Barack Obama gave a speech to troops about U.S. foreign policy after receiving a briefing from top Centcom (U.S. Central Command) and Special Operations Command officials in Tampa on Tuesday. Obama thanked troops for their involvement in 'antiterrorism' efforts in the Middle East. "Plots have been disrupted, terrorists have been taken off the battlefield. And we've done this even as we drew down nearly 180,00 troops in harms way in Iraq and Afghanistan... and all of this progress is due to the service of the millions of Americans like you," Obama said. U.S. President Barack Obama's foreign policy legacy rests in part on a foundation of unilateral actions that his successor Donald Trump could reverse with the stroke of a pen. Due to take office on Jan. 20, Trump campaigned at times to dismantle Obama's nuclear deal with Iran and to reimpose sanctions Obama eased on Cuba. Trump also disagreed with foreign policy decisions that included the way Obama has deployed troops abroad to combat Islamist militant groups.
