ROUGH CUT (NO REPORTER NARRATION) STORY: President Donald Trump opened the door on Tuesday (February 28) to a broad overhaul of the U.S. immigration system and vowed to pursue massive tax relief for the middle class in a speech to Congress as he sought to rebound from a chaotic start to his presidency. "It is not compassionate but reckless to allow uncontrolled entry from places where proper vetting cannot occur," Trump said in a nationally televised speech that offers a chance to move past his tumultuous first weeks in office. Trump is using the address to outline what he would like to accomplish during his first year in office from reforming healthcare and taxes to strengthening U.S. borders and fighting Islamic militants. "We will extinguish this vile enemy from our planet," Trump said about ISIS.
