EU foreign ministers meet to discuss the future of Syria, pledging continued humanitarian help and a political transition to be decided by Syrians. Rough cut (no reporter narration).

ROUGH CUT. NO REPORTER NARRATION. EU foreign ministers met in Luxembourg on Monday (April 3) to discuss the future of Syria, two days ahead of a conference in Brussels dedicated to the future of the country that will be co-chaired by the Union, Germany, Kuwait, Norway, Qatar and the United Nations. Propped up by Russia's increasing military involvement, Syrian President Bashar al-Assad appears to have the upper hand in the war, which has also allowed radical Islamists to flourish. The European Union has been pushing for a political transition in Syria with EU Foreign Policy Chief Federica Mogherini saying upon arrival it should start with a political agreement on governance and power-sharing between Damascus and the opposition. The 28-nation bloc, which Mogherini said has spent 9.4 billion euros on various Syria-related projects over the last six years, has threatened not to pay for reconstruction work should Moscow and Damascus crush the Western-backed opposition entirely.
