June 6 (Reuters) - UK's Ofcom::OFCOM APPOINTS BT AND KCOM TO DELIVER UK'S BROADBAND 'UNIVERSAL SERVICE' FROM MARCH.OFCOM SAYS EVERYONE IN UK WILL HAVE LEGAL RIGHT TO REQUEST "DECENT AND AFFORDABLE" BROADBAND CONNECTION FROM MARCH NEXT YEAR.OFCOM SAYS BT TO BE RESPONSIBLE FOR CONNECTING PROPERTIES IN WHOLE OF UK EXCEPT HULL AREA.UK'S OFCOM - UNDER LEGISLATION FOR NEW SERVICE, COST OF PROVIDING CONNECTIONS TO ELIGIBLE HOMES WILL BE PAID FOR UP TO £3,400.OFCOM SAYS KCOM WILL BE DESIGNATED PROVIDER OF UK'S BROADBAND 'UNIVERSAL SERVICE.UK'S OFCOM - IN AUTUMN, WILL CONSULT ON WHICH OTHER COS WOULD CONTRIBUTE TO FUND COSTS THAT IT WOULD NOT BE APPROPRIATE FOR BT OR KCOM TO COVER.OFCOM - GIVEN BT, KCOM UNTIL MARCH 20 2020 TO MAKE PREPARATIONS TO START BUILDING NEW BROADBAND CONNECTIONS.
