Name Description

Elmer McLaughlin

Mr. Elmer G. McLaughlin has been appointed as President, Chief Executive Officer, Director of United Community Bancorp Inc., effective July 1, 2014. Mr. McLaughlin has served as Executive Vice President and Chief Operating Officer of United Community Bancorp since its formation in 2006, and of the Bank since it was formed in April 1999 as result of the merger between Perpetual Federal Savings and Loan Association and Progressive Federal Savings Bank. Before the merger, Mr. McLaughlin served for nine years as President, and 19 years as a director, of Perpetual Federal. Prior to his appointment as President of Perpetual Federal, Mr. McLaughlin served as Executive Vice President and Head of Operations, and as a senior loan officer, of Perpetual Federal from 1978 until 1990. He has served as an officer and on the boards of directors of numerous community service organizations in the Lawrenceburg, Indiana area, and was born and raised in Lawrenceburg where he resides. Mr. McLaughlin is a graduate of the University of Notre Dame and received a Masters Degree in Economics from Indiana University.

David Rosen

Mr. David Z. Rosen has been appointed as Chief Financial Officer of the Company effective January 3, 2017. Mr. Rosen has been United Community Bank's Chief Risk Officer since 2014. Prior to that time, he was Chief Financial Officer of The Merchant's Bank and Trust Company in West Harrison, Indiana since 2010. From 2005 until 2010, Mr. Rosen served as an Audit Supervisor of financial institutions for two public accounting firms. Mr. Rosen is a certified public accountant and has a bachelor's degree in accounting and business economics from the Miami University.

Mr. W. Michael ("Mike") McLaughlin has been appointed as Chief Operating Officer, Executive Vice President, Corporate Secretary of the Company effective July 1, 2014. Mr. McLaughlin has served as Senior Vice President of the Bank, Operations since it was formed in April 1999 as result of the merger between Perpetual Federal Savings and Loan Association and Progressive Federal Savings Bank. Mr. McLaughlin also served as Executive Vice President for Perpetual Federal for five years prior to the merger. Prior to his appointment as Executive Vice President of Perpetual Federal, Mr. McLaughlin served as Senior Vice President, Operations at Perpetual Federal for eight years, after serving in other capacities at Perpetual Federal since 1983. He has served a member of numerous community service organizations in the Dearborn County and Lawrenceburg, Indiana area, and was born and raised in Lawrenceburg where he resides. Mr. McLaughlin is a graduate of Purdue University.

Mr. Ralph B. Sprecher is Lead Independent Director of United Community Bancorp Inc., and United Community Bank, subsidiary of the company effective October 10, 2014. He served as Vice President of Midwest Operations for Joseph E. Seagram, a beverage distribution company, and is now retired. Director since 1993 (including term as a Director of Perpetual Federal Savings and Loan Association).

William Ritzmann

Mr. William F. Ritzmann is Chairman of the Board of United Community Bancorp Inc., and United Community Bank, subsidiary of the company effective October 10, 2014. He is no longer no longer President, Chief Executive Officer effective June 30, 2014. He has served as President and Chief Executive Officer of the Bank since the merger of Perpetual Federal and Progressive Federal to form United Community Bank on April 12, 1999. Before the merger, Mr. Ritzmann served for 23 years as director, President and Managing Officer of Progressive Federal Savings Bank.

Robert Ewbank

Mr. Robert J. Ewbank serves as Independent Director of United Community Bancorp Inc., since 1984. He has been a partner in the Lawrenceburg, Indiana law firm of Ewbank & Kramer LLP since 1978. (including term as a director of Progressive Federal Savings Bank).

Jerry Hacker

Mr. Jerry W. Hacker serves as Independent Director of United Community Bancorp Inc., since 1987(including term as a director of Perpetual Federal Savings and Loan Association). He served as the owner and President of Dee’s Delights, Inc., a miniatures wholesaling company from 1983 until 2006. He is now retired. As the former owner and President of Dee’s Delights, Inc., Mr. Hacker provides the Board with essential business and management experience, as well as, leadership capability.

James Humphrey

Judge James D. Humphrey has been appointed as a Independent Director of United Community Bancorp Inc. He has served as the Judge of the Circuit Court of Dearborn and Ohio Counties, Indiana since January 1, 1999.

Julie Mattlin

Ms. Julie A. Mattlin Independent Director of the Company. Ms. Mattlin is a principal with MAC Consulting, LLC, a firm she formed in 2004, which provides financial consulting services to the transportation industry, with special emphasis on aviation. She is also a principal with DKMG Consulting LLC, formed in 2014 to provide financial consulting services to airports. Previously, Ms. Mattlin worked for one of the world’s leading transportation planning and consulting firms for 20 years. From 2000 to 2004, she served as Vice President, Group Manager, Financial Services and was responsible for a team of consultants that provided services to more than 50 airports nationwide. Her expertise includes performing feasibility studies, airline negotiations, capital program funding strategies, and computerized financial modeling. She has assisted in, or served as project manager, for the preparation of Reports of the Airport Consultants for revenue bond issuances totaling more than $20 billion. She has managed the development of financial plans for consolidated rental car facilities and developed strategic business plans that provided recommendations for airports to remain financially self-sufficient. Ms. Mattlin has spoken at numerous airline industry finance, administration, planning, cost allocation and economic conferences. She has been an active member in the Lawrenceburg community since 2000, including leading the efforts to raise over $500,000 for an area elementary school expansion. She has an M.B.A. in management and an undergraduate degree in finance and accounting.

Richard Strzynski

Mr. Richard C. Strzynski serves as Independent Director of United Community Bancorp Inc., since 1993. He has been a self-employed Certified Public Accountant in Aurora, Indiana, since 1979. (including term as a director of Progressive Federal Savings Bank).

John Sutton

Mr. John L. Sutton is Independent Director of the Company. Mr. Sutton has served as Executive Director, Great Parks of Hamilton County since 2002. In this position, he serves as the chief executive officer of a regional park and recreation agency that includes 21 parks and nature preserves covering more than 16,700 acres of protected greenspace. He is responsible for managing the agency’s $31 million annual budget and its 173 full-time, 47 part-time and more than 750 hourly employees. He has worked for the Great Parks of Hamilton County since 1989, during which time he served as Deputy Director, Planning Director and Park Planner. Mr. Sutton’s professional affiliations include serving as Ohio District 2 (Hamilton County) Natural Resource Assistance Council Chairman since 2002. His more than 10 years of volunteer service in the Lawrenceburg area includes coordinating, designing and operating an area soccer complex, youth sports coaching, and serving on the expansion committee that raised $1.1 million for an addition to a Lawrenceburg school. He has an undergraduate degree in landscape architecture.
