ROUGH CUT (NO REPORTER NARRATION) U.S. President Donald Trump signed a proclamation on Friday (September 1) that Sunday (September 3) will be a national day of prayer for those affected by Hurricane Harvey, earning praise from faith leaders at the White House. The storm has displaced more than 1 million people, with 44 feared dead from flooding that paralyzed Houston, swelled river levels to record highs and knocked out the drinking water supply in Beaumont, Texas, a city of about 120,000 people.
