ROUGH CUT. NO REPORTER NARRATION. Spanish Prime Minister Mariano Rajoy appealed to Catalan leader Carles Puigdemont to "act sensibly" on Wednesday (October 18), as a government deadline approached for the northeastern region to renounce a bid for independence.
